I dont really understand this but i will give it a try... Cognizant means to be fully aware of something so i think that this quote is saying that people who have frenetic dreams see many things but those who only dream at night in their sleep dont really see anything...

I think that this quote is saying that everything that we see or have seen is just a dream inside of a dream that leaves us in a torpor and it is hard to come out of sometimes.

Quote 11, Vacillate

This quote is saying that once something is said then it is considered dead, but Emily is saying that once something is said then it will live on from that day on. People can vacillate on weather or not the word is dead or if it lives on from the day that it is said.
